Jellyfin stops working and I can't kill the process.

Jellyfin stopped working and I can't access the web portal or stream to my TV's.
I already did a complete uninstall and reinstall. I can't kill the process no matter what I try. I did process explorer, powershell, psexec, taskkill. Nothing stops the process. I have to hard reboot since reboot just hangs around forever.
I am running V10.10.7 on Windows 10 and when I try to stop the process I get the following:

System.ComponentModel.Win32Exception (0x80004005): Access is denied
