    After running jellyfin_10.8.11_windows-x64.exe to install the JellyFin Server, when I visit 127.0.0.1:8096, it redirects to http://localhost:8096/web/index.html#!/s...erver.html where I am prompted to select a server to connect to.

    I was expecting some sort of configuration page?

    My assumption is that you had a server before, or used someone else's. Clear the browser cache and just try again. Will likely work.

    Yes, I previously had a Jellyfin server installed on the computer. Clearing the browser cache and cookies fixed it. Thanks for the quick response!

    a quick and dirty test is to try to login with a private browser session so you don't delete cache / cookies you might need.  You can also go into manage cache on your browser and remove just the host and / or it's ip address
