    Trying to stream locally across vlans.
    Server:    Jellyfin on LXC hosted on Proxmox. 
    Client:     Roku Jellyfin. I've been beating my head against the wall and I'm not sure what I'm overlooking.

    Since this is probably a Proxmox/networking problem, at its core, you'd probably get better advise from the Proxmox forums.

    To follow up with the solution.

    The server needs to allow ports
    tcp:8096 udp:1900 udp:7359

    These ports were needed to be allowed to pass from the roku client
    tcp:47843 tcp:47844 tcp:47845 tcp:47846 tcp:47847 tcp:47848 tcp:47849 tcp:47850 tcp:47851 tcp:47852 tcp:47853 tcp:47858 tcp:47859 tcp:47860 tcp:47861 tcp:47862 tcp:47863 tcp:47864 tcp:47866 tcp:47913 tcp:47914 tcp:47930

    I assume more ports are opened as needed.
