The SOC looks like it is probably a MTK5890. The codec support includes HEVC and VP9, but I can't find documentation for what levels and profiles it supports. Have you tried updating the TV's firmware? Is it running the latest version of Android TV possible for that TV. Trying to rule out variables, because its starting to look like that thornbill is right. There's possibly an issue with codec support from the SOC. In the ffmpeg logs, what is Jellyfin transcoding to? I would think that if it is converting to lower res H264 it would display that.
