Strange client side issues possibly caused by JF music player in Chrome

Cannot guarantee it's JellyFin causing it, but so far it's always happened while playing music, and the music stopping is the first sign... then pings start dropping, whole network stack goes, until I clear chrome cache.

Asking here first because of a hunch, and because I have to start somewhere... has anyone experienced issues like this before?

    Dell Precision 3480 BIOS v1.3.0
    64GB RAM, i7-1370P
    Windows 10 Pro 22H2 10.0.19045.3208
    Chrome 114.0.5735.199 enterprise managed
Jellyfin server 10.8.10 Docker build by linuxserver.io running on UNRAID, reverse proxy through SWAG

    symptoms:

While working during the day, I will go to Jellyfin Home>Music>Albums and hit shuffle. I will get through maybe a couple hours of music before music playback either begins to stutter/pause between tracks or stops altogether. My ping times to the local gateway and beyond will shoot up abruptly from ~15-20ms to 400+ms at this point, and continue to get steadily worse while chrome pages start to fail to load. This continues until pings are timing out at 10k+ ms and nothing loads. Exiting chrome will fix the ping, but then starting it again will immediately return it to the state it was at when I exited. Only clearing the browser cache will fix it, and will do so even without restarting chrome.... but then a few hours after starting playing music in JF again, the cycle repeats.

This happens whether I am on the local network, or a remote VPN. Once the problem starts, anything and everything that uses HTML5 video stutters or stops playing, and the JF web menus all lag, or fail to load completely.
