Stuttering

I am streaming videos from a PC that stores all the files. When I connect to it on my laptop, the videos playback perfectly fine without any stuttering. However, those same videos when tried to be played onto my iphone 13 through the app on both native player and in app video player, they stutter consistently. Does anyone know why this is happening? the video in question is h264 if that matters

Stuttering is fixed if I use hardware acceleration and drop to 720p-6mps which maxes out 3D on gpu and 50% video encode and around 90 percent video decode. Anyone know why this is as I assume the iphone 13 should support h.264 1080p 30fps?

Need more info on the media file, the network being used to play back, remote or in network with the server, etc...

You're correct, the iPhone should support h264 FHD30 but that's likely not exactly what it was fed or there are intervening factors. It sounds like it was being transcoded before, not direct played, only using CPU/software transcoding, not HWA. Stutter means it couldn't keep up.
