stuttering sometimes on Fire TV stick

Someone opened a github issue for this issue that I also +1'd. For my setup the problem is very inconsistent and I've had issues replicating this problem that I also experienced since upgrading to server version 10.9.3. The same media that had this issue no longer stutters in the last week.

Ok, it sounds a bit similar, especially since its only some movies and server performance is most likely not the cause. Although in my case the playback is not slowed. After the stutter it just "jumps" to the current position and "resumes" play (well, for like a second or less, before its a freezeframe instead). Interesting to see that chromecast is also affected, but playback in the webbrowser not. Maybe the problems comes from jellyfin for android?
