Jellyfin version: 10.10.7 (I am unable to update to 10.11.{0--3} due to it crashing in my environment)

The only significant thing I see in the console log is messages like:
which sounds a lot like issue #1907 but that deals with media files that have been moved, and these shouldn't have been added since I created the Collection (within the last few weeks) so that shouldn't be it.
I have spent at least a week working trying to get this working so if anyone can point me in the right direction I'd really appreciate it!

.m3u files exported from MediaMonkey and Jellyfin can see that they exist, but when I try to open them they are blank.What I've tried:
- Plaintext files with one song per line
- Replacing relative paths with absolute paths
- Checking case-sensitivity
- Checking filesystem permission
- Renaming to
.strm
- Renaming to
.m3u8
- Copying files into the "serverdata\playlist" folder (and subfolders)
- Searching Jellyfin
- Documentation (filesystem layout, administration, etc.)
- Forum post m3u playlists epmty when not my fix
