    Depending on what filters you applied to the video in Handbrake, some of them are still performed on the CPU. Some of the deinterlace filters are performed on the CPU, for example (I forget which ones). I'm also not sure what codec your original video is or how Handbrake handles decoding. So it is possible that some of the CPU usage is from decoding the video instead of doing that in hardware.
