Trouble Upgrading Server from 10.10.7 to 10.11

I am having issues when trying to upgrade my Jellyfin Server 10.10.7 to Jellyfin 10.11.x my current system DB is 200GB when trying to migrate it fails because there is not enough space my new server has 600GB of Storage.

Has anyone else had this issue and how did you resolve this issue?

The failed space check is most likely for your tmp location, not your media storage. Logs would confirm this.

I was having storage issues, the server was running with 400gb of storage, and with the migration took days to fail complaining about storage, so i started again increasing the storage to 600gb, and the same happened again, im not sure why this takes days to migrate, and to continue to continue to run up the storage needs higher and higher.
since the migration isnt working well for me, my question might be better with this approach, is there a way to migrate users and settings from 10.10.7 to 10.11 without using the migration tool?
i was able to install jelylfin with the latest updates, with VOD, and thats fine to scan, but what id like to do is migrate the users and settings over.
