troubleshooting

so I'm on windows 10
version 10.10.3
essentially, I am trying to watch 4k HDR videos over wifi. I am using wifi 6 routers and get a minimum of 500mbps download on wifi when doing so. 
my issue is that on the server PC I see that it seems to cap at 20mbps upload when the request device is on wifi. 
when the request device is on ethernet it shall happily increase to over 200mbps. 
the server PC is always on ethernet. 
im not really sure what is causing this artificial bottleneck. 

any advice is greatly appreciated and if any additional information is needed I will be more than happy to provide it.
