I recently did the Server update in Docker and then found that no matter which way I logged into jelly fin (windows app or through the web), to view and make changes the screen was cut off and a scroll bar was on the right hand side causing the Media to be small and nearly impossible to work on.

Please someone help me, I made the transfer from plex to jellyfin because i like the setup but i am a noob as only been using for 6 months and am not sure if it is something I have done wrong or it is a bug no one has reported yet???

I have tried going through all the home and display setting to try resolve this to no avail.

I would start by clearing your browser's cache. Significant updates can cause really odd artifacts in viewing a webpage. That seems to have been most folks' issue.

The Windows app also renders the UI with Jellyfin-web. Themes and CSS will also affect it.

Remove your custom CSS and see if that helps. If you aren't able to get to the custom CSS field in the UI, you can find the branding.xml file in Jellyfin's config directory and clear out the custom CSS field.
