Very Poor Streaming Quality Issue

I'm having an issue where even on the device where even when watching from the server device itself playback is nearly unwatchable. I have an ethernet connection, but I still constantly drop frames and buffer. I have not been able to watch a single show or movie reliably to date.
Any insight would be very appreciated.
