So
So I tried everything and nothing change. I compared two files with mediaCompare, one working the other not the difference is the audio :
Not working is AAC LC 8 channels (7.1) the other was AC3 6 channels.
Then I found a not working files in jellyfin in HE AAC 7.1 with a 2 audio language in HE AAC 5.1.
Guess what, selecting the 5.1 audio the video was able to transcode !
I found in jellyfin "Playback" user settings, the first line : "Maximum allowed audio channels" in "auto". Changed it in 7.1 and the not working HE AAC 7.1 worked perfectly.
The error lays in jellyfin detection I believe ! But I'm not sure ^^

EDIT : I found out on the android app, when selecting 5.1 audio, it transcode but thzere is no image, just the photo from movieDB. It says transcoding, not image loss ect. And I have all fps, so it's not transcodingthe image in the webplayer in android phone ?

What I have done that usually worked:
1. Check your GPU capabilities
I believe you have a 10th gen Intel UHD Graphics 630. Links below
VIDEO PROCESSING
ENCODE
DECODE
2. Make sure you enable only supported hardware encoding and decoding options in Jellyfin ( Menu / Dashboard / Playback / Enable hardware decoding for : )
Try with Allow encoding in HEVC format and Tone mapping on or off
In Menu / Settings / Playback / Advanced you can try Prefer fMP4-HLS Media Container on or off
3. Deep inspection of the media file
For example, on encoding if the movie is HEVC 12-bit or HEVC 4:2:2 but labeled HEVC 10-bit you will get that error.
4.Testing
Test it on multiple devices or os' ,also if it runs ok on local or public (bandwidth issue)
