No, the default track was Russian.
But I got so tired of the issue that I ended up using MKVToolNix to remove the Russian default audio track from the video file. I then updated my Jellyfin library with the new video file with only the English audio track. I tried watching it on my Roku TV again, and this time it just passed no audio whatsoever. It was silent. So I tried watching it with the Jellyfin iOS app on my iPhone, and it played just fine with audible English audio. This displayed that it was a problem occurring on the Roku end of things. I’ve since created a new thread in these forums about the continuation of the issue.
