Of those CPUs you are looking at, the iGPU is more or less the same. The 770 has two video engines, while 730 only has one. This MIGHT make a difference, but I'd expect you are more likely to run into other limitations before this is an issue. We're talking running out of SSD throughput before you are finding limits.
I've seen reports of the UHD 770 easily handling 8 to 12 4k transcodes, I haven't seen reports from the 730, but I'd guess it'll be somewhere in the 6 plus zone.
Also keep in mind direct play is a thing, many people when designing their system don't consider they can rip / transcode into whatever format they want -- HEVC or VP9, since most end devices will now support these formats. What's more, you can even have your PC convert from whatever format your collection is already in into those formats while it would otherwise be idling. Likely saving you storage space and on the fly transcoding.
If you are after a lower power system, the new Intel N100 or N305 look like great options for a lot of performance for SUPER low power consumption. Also, the N6005 & N5105 have some very efficiency numbers especially when considering the price.
