Transcoding is client dependent. Even if hardware in your TV supports it, if the player you are using doesn't then it will transcode.
What client are you using on the TV that is transcoding 4K?
DLNA should be turned on by default. In your Windows firewall, did you allow jellyfin.exe as a whole? Or just port 8096? DLNA is on port 1900.
