The router has no bearing on DLNA since DLNA is LAN only. The only consideration is the HOST firewall in Windows. Ports 1900 (UDP) and port 7359 (UDP) need to be opened in Windows. Or you can straight up allow jellyfin.exe in your firewall, if it isn't already. Also make sure that the NIC network type is set to private.
