Do I need a gfx card if I have a good enough cpu?

Quadro p400 or just rely on i5-9600k?

I'm not sure about "more" than the P400. In terms of codec support they are about the same. But Quick Sync can probably achieve slightly better quality for the same bit rate for that generation of NVENC. And you save on power.
