I am not aware of any remote control function other than Casting to a Chromecast compatible device. Hook up a Chromecast to your receiver?
As for your phone related problems, that is possibly due to either battery saver/battery optimization or data saver. You need to allow the app unrestricted data and power/battery usage so Android doesn't try to kill/pause the app when the screen is off.
For playback directly from the Windows PC, are you using Jellyfin in a browser? The standalone Jellyfin Media Player?
