The ffmpeg logs are in the same directory as the logs you posted. But what you posted has the ffmpeg command used, so I have something to work with. Try disabling "Allow encoding in HEVC format" in Dashboard > Playback. I know the GTX 1070 can encode to HEVC (I used a 1070 for encoding for a while), but I've seen other users with a similar problem and the solution was to only allow transcoding to output with H264.
