I understand you're saying tonemapping should be enabled in general, just as a best practice, so I enabled it, and just for science tried to see if it fixed the issue, but it did not.
My library is set up on a 16tb toshiba drive. It has 4 Main folders: Audio (empty for now), DLs (where all my downloads go before they're put in the proper location), software (all compressed install files for games), and Video. I have the jellyfin pointed at 4 folders inside my main Video folder; Movies, Shows, Kids Movies, Kids Shows. Movie files are given their own folder, series are given a main folder, and then each season gets a folder inside the series main folder.
I watch on the server pc itself, and then 2 android phones (galaxy s22 ultra and a pixel 7 pro), and lastly 2 fire tablets all with jellyfin downloaded from the google play store. None of the devices can play these specific files.

None of files generate a log or FFmpeg or anything. Other than the error message, the only thing I can look at to verify I attempted to play it is in "activity" and even then it shows up as normal, like this:
