You would have to go into the library settings and change the metadata language. Once you change the language you would need to refresh metadata for the library and "replace all metadata".
But for your situation, since you want both, here is what you would need to do.
A) Create a symlink that points to, for example, your movies library.
B) Create an additional library that points to that symlink. Since you can't have the same path in multiple libraries, this allows us to get around that limitation.
C) For this new library set the "download language" and country fields to your desired language.
D) I'm assuming these other family members have their own users. In the user settings you can set what libraries they can see. Only make these German/Italian libraries visible to them.
