I use jfa-go, but that's not really retroactive. You can absolutely create a template user and apply those settings to a group of users (i.e., set library access once, apply to all). Makes management a lot easier. The message on the front page says the dev is on permanent hiatus at the moment, so might have to look for some forks, but it's a pretty neat tool, so I don't see it dying completely.
