A couple weeks ago, a user needed help setting up a separate library for their parents who did not speak English. All these "unnecessary" settings allowed this user to create separate libraries for their parents that pulled down metadata in their native language. And also display the client interface in their native language and automatically use the subtitles/audio tracks in their native language. But the forum user could still keep English metadata and an English interface language for themselves.
For most users they are "unnecessary". Most of them can be left blank or auto and they will inherit the global settings from your first and second screenshots. But they are there for the users that need it.
