I'll give you an example so you understand , I know you are from the belgium country , you must choose your language
if you go abroad to Indonesia or to India , You keep using your language belgium country or English , in your laptop or in all your documents

So what's the point of setting country settings??

I think you're misunderstanding here. You're not supposed to keep changing the country. You just set it once for your preferred language and forget about it.
As in, if you're most comfortable with Spanish from Mexico, choose Mexico. If you're most comfortable with Spanish from Spain, then choose Spain.
