Do you have any other jellyfin or ffmpeg logs? The jellyfin log doesn't contain any entries related to playing something. The ffmpeg log is for a direct stream (only transcodes audio).
On your Firestick, there is a setting to send logs to the server. Turn that on and try replicating this problem. After you do that, what happens when you lower the max bit rate on the Firestick? Does it transcode and play normally?
