Found the issue. Tailscale had suffered a glitch and wouldn't properly run the service when I ran the command as root. I had removed the computer from the tailscale network, followed the installation process again, restarted the computer, and brought the service back up. I suspect that it was mostly unnecessary as a common recommendation is to just restart the computer.
