Ah, OK.. Found this matrix and disabled both unsupported encoding and decoding codecs. Now it plays again on Chrome.
But still I don't really understand - why would it fail only on lowest qualities? Video is 4k 10bit HDR and if I choose 1080p or 720p it works fine. But lower - fails. Also now with disabled HW codecs when lowest quality selected, colors become washed out. But they are fine on 720p or 1080p
