You were right, it was a problem with the phone. I actually checked on the tablet, and it transcodes with no problem at ~17% cpu usage, without stuttering.
What puzzles me is why when I play a 4k movie through the browser or jellyfin app on windows 11 the playback method is direct playback instead of transcoding since my monitor is 1080p so it should transcode?. CPU usage is 30%.

I turned off "Prefer fMP4-HLS Media Container" and CPU usage dropped by half, and it started transcoding.
