PortCheckTool wouldn't be able to check if a port is open to LAN PCs.
I'm assuming Jellyfin server is installed on Windows.
Click Start > type "Resource Monitor" > click on the Network tab > expanded the Listening Ports table.
Find jellyfin.exe on port 8096. What does the firewall status column say? Should be "Allowed, unrestricted".
Also check if your network card is set to "Private" network and not "Public" network.
