First thing you need to do is going into your computer's BIOS and disable the integrated GPU. The one in the CPU. There should be an option to prioritize the dedicated GPU. This varies from motherboard to motherboard so I can't give exact instructions.
The reason for doing this is because the Intel Quick Sync driver will always pick the first available GPU, which is usually the integrated GPU instead of the Arc GPU.
