Depending on your setup, the transcode output might be a higher bit rate than your configured limit. The transcode bitrate vs original is in the playback info.
See if you can change your transcode quality settings, reduce the max resolution on the client (Settings > Playback > Maximum Allowed Video Transcoding Resolution)
