I'll double check when I get home, but I recall there is a filter for favorites once you are in a library.
The "continue watching" row should appear if you have unfinished episodes/movies. It may be rendering the row before it loads all the data and there is no unfinished content. Continue watching is definitely not hidden behind a setting, by default.
