If hardware acceleration is turned off, transcoding will still occur. Just on the CPU. It will still write to disc.
The delete segments setting is in Dashboard > Playback > Transcoding, near the bottom. If you don't see that setting, I then I am assuming you are still on version 10.8.X. Since the delete segments setting was introduced in 10.9.
