If this doesn't help, replicate the issue on your Shield and then share the jellyfin logs here.
I'll give a fresh install a try and report back.
As for the seek/time issue, could it have something to do with files that were transcoded using tdarr? I notice it doesn't seem to happen on files that haven't been transcoded yet
