Because it is Dolby Vision 7.6 video. I'm ASSUMING the browser is falling back to DV 8 or HDR10. But I question whether that is the correct log for the browser playback. I am not aware of browsers supporting fallback.
You didn't mention what KIND of TV OS, but I'm going to assume Android TV. If so, it is a known issue that exoplayer, the playback engine built into Android, does not properly fall back to HDR10.
