IMO, the easiest solution is to remove Dolby Vision altogether. Leaving you with plain HDR10, since DV7 is an enhancement of HDR10.

My TV plays the file in HDR10 by default so no need to remove DV. I did attach a screenshot of people on Reddit talking about DV working on jellyfin on webos on mkvs. It's not the only post online that claims that mkvs can be played in DV on webOS through Jellyfin. I tried Kodi and it worked for a couple of days until it didn't. I might just give up and enjoy HDR10 and not bother with DV.
