What kind of HDR and which client are you using?
I have the same issue when I watch HDR10 AV1 files in a browser. No transcoding is triggered because the client "supports" the codec. I don't recall seeing supported color spaces in the playback profiles communicated between the client and server.
If you are on a PC, you could use Jellyfin Media Player. Which will locally tone map HDR content.
