I started using Jellyfin years back with the DS920+ which I believe shares the same CPU as the DS423+.
Provided you don't expect exceptional performance, Jellyfin works fine with it. It will have general slowness since Synology forces everything to be installed on the HDDs as well as having a lower-end CPU.
Basically, if something like a scrub happens on the HDDs, there will be less IOPS left for Jellyfin, so your experience will be slow and a bit miserable.
