    Buying used computer to get started is this good enough?

    For one user, those specs are perfectly sufficient.

    The only thing that you should consider are the possibilities of expansion. Does it have a 16x PCIe slot for a dedicated graphics card for transcoding? And PSU connections for said GPU? How many hard drive bays are there? Does the motherboard and PSU use standard power connections? So you can put the components in a new case with a new PSU, if needed.
