I've tried changing the scope of the inbound rules (udp,tcp) to include domain, private, pulbic and restarted JF and it won't change.
I tried creating a new rule just for port 8096 and that did not help either.
Set the network to private to ensure that firewall rules are applied.

Even if you create rules for public networks I'm not sure how Windows would handle firewall rules on them.
