The directions on the (recently renamed) jellyfin-roku-legacy github project describe in detail how to do it. Follow the steps to put the Roku into developer mode, set a password, then download a build from the legacy repository (the build for 2.3.1 is the file in the 'Artifacts' section at the bottom of that page, but if you want an earlier version you can get that too) and go to the Roku's IP in a web browser and upload/install the build you downloaded from github.
It's not ideal, especially if you have other non-technical users with Rokus you don't control, but it should get you going.
Side note to whoever maintains the jelly-roku-legacy repository, the "Download the latest build" link in the "Beta Test" section should perhaps be updated to point to the jellyfin-roku-legacy repo, not jellyfin-roku.
