Subtitle Offset

Subtitle Offset only shows for server owner

The subtitle offset is showing for me but no other users. I have also logged into their account in my browser watching the same movie and it does not show for me so its not a client issue.

Is there anything i can do to enable it for other users? Is this like a permissions issue or something?
