When you log into their account, is it from the same device? On my test instance, I logged into a non-admin test user and the offset option is still available to that test user. I tried toggling a bunch of user permissions and couldn't get it to NOT show the offset option.
Is the video transcoding for them and burning in the subtitles? That is the only thing I can think of that would cause the offset option to not appear.
