RC releases

In order to be consistent it should have been announced in "Project Announcements" forum. That is its purpose.

Kinda? Unstable/RC releases haven't really been announced there previously, so I'm not sure that's true. One of the issues with announcing RC releases there is people don't read release notes. This is a release with huge changes that cannot be undone, so the general public might seriously harm their install if they don't read through the notes.
