Chapters are meant to place markers at specific points in a video so as to serve as bookmarks you can skip to. Having a whole bunch of them will actually seriosuly slow down and maybe even crash the player.
Some players have buttons to skip to the next chapter. Having chapters each second defeats the purpose. Properly set chapters are supposed to signify where and when things like an opening song, ending song, commercial, credits, etc. happen.
The chapter segement plugin uses chapters to figure out where opening and endings are. That allows Jellyfin to auto-skip them for you.
