I can almost guarantee it's not a Jellyfin and/or transcoding issue. This is a known problem with webOS and -- as I own an LG C1 as well -- I can tell you that other clients are much more capable at the moment. I know that there's a fix coming to help a possible cause of this issue (hls chunk size I think? Let me look for the PR) but the other problem, network saturation, is inherent to the crap network hardware on the unit (10/100 max). So if you run into high-bandwidth content causing issues, it could be either of these issues. The solution for the latter is to purchase a USB gigabit ethernet adapter or use WiFi.
