I have the same problem, though it is not exactly 3 seconds for me.
Android client 2.6.3 on a Samsung tablet with Android 15. Same client version on a Pixel 9 phone (Android 16) runs flawless, also several Windows and Linux apps don't show this error. On the Tablet that shows the error only video playback is affected, music has no problems. Lastly, playback on the tablet using Firefox also works, so I guess the problem must be something very specific with the app.
What I tried so far: Login as another user, did not help. Delete the Cache, did not help. Delete and reinstall the app, did not work. I switches all things in the options, tried different audio languages, bitrates and subtitles, nothing changes.
/edit: I take it back, on my Pixel 9 phone it takes about 30 min until the video loops back to where playback started. The problem seems to be client 2.6.3. Please reroll the playstore to an earlier version.
