Why don't most jellyfin apps have admin controls?

The controls on the admin webpage for jellyfin web for pausing, playing, sending messages and whatever else it does is what I'm talking about.

Sometimes the users are using a 3rd party client or external player that you can't control.
Some clients also don't have the ability to receive messages from the admins.
